Indianapolis Public Schools will continue to offer free breakfast and lunch to students throughout the district, but changes have been made to the Fresh Fruit and Vegetable Program (FFVP) that will affect some IPS schools for the 2019-2020 school year.


Because of new guidelines from the Department of Agriculture (USDA), IPS’ Food Service Department will no longer be allowed to offer free fruit and vegetable snacks to schools that don’t meet the eligibility requirements.


According to the USDA’s website, schools must:

  • Have school population in which at least 50 percent of students are eligible for free and reduced priced meals.
  • Be an elementary school (serving Grades Pre-K through 6).
  • Serve the fresh fruits or vegetables outside of any other child nutrition program (school lunch, breakfast or afterschool snack program).
  • Complete an annual application.

However, because of USDA funding limitations, meeting these qualifications isn’t a guarantee that all schools will be approved.


Although FFVP is a USDA program, money to support this effort is allocated through the Indiana Department of Education (IDOE). For the 2019-2020 school year, 131 Indiana schools have been awarded funds — including 34 IPS schools.


The FFVP guidelines also include a caveat, specifically for elementary schools that also serve Grades 7-8. The program is only available to students in Grades Pre-K through 6, which means approved IPS elementary schools that also serve Grades 7-8 will have to exempt middle-schoolers from the program.


“Over the past couple of years, we have increased the fresh fruit and vegetable choices available to students during breakfast and lunch each day,” said Dena Bond, IPS Food Service director. “This exposure to a large variety of fruits and vegetables allows students to build healthy eating habits at an early age.”


“While the changes do affect the snacks that we give to students at some schools throughout the day, students will still receive their daily fruit and veggie requirements through the district’s free breakfast and lunch program,” said Dena Bond.
